PROBLEM TO BE SOLVED: To provide an oil-in-water fine emulsion having stable pH over time while exhibiting good bacteriological protection. SOLUTION: The invention relates to a composition for topical application in the form of an oil-in-water emulsion containing an oil phase dispersed in aqueous phase, in which the mean size of the oil droplets ranges 50-1,000 nm, characterized in that it contains at least one alkyltrimethylammonium bromide.
