PROBLEM TO BE SOLVED: To provide an elevator operating device to work in the event of power failure whereby a car 3 is operated by a storage battery 33 of minor capacity, capable of making rescue of the passengers 5 confined in the car 3 owing to the power failure. SOLUTION: The elevator operating device to work in the event of power failure is configured so that the car 3 having stopped at the inter-floor position 7 is run to the nearest floors 7u/7d for the rescue of the passengers 5 upon changing over from the commercial mains 10 to the storage battery 33 when the commercial main 10 has gone in power failure, wherein predictional computation is made for the requisite powers for elevating or sinking the car 3 to the nearest floor directly over 7u and the floor directly under 7d from the car stopping position and the load of the car 3, and the car 3 is run to the floor 7u or 7d whichever requires less power for making rescue of the passengers 5.
