PROBLEM TO BE SOLVED: To simplify a device while improving the work efficiency and safety of cutter replacing work in a tunnel excavating machine and a method of replacing a cutter of the tunnel excavating machine. SOLUTION: This tunnel machine is constituted to mount a cutter head 12 in a rotatably driven manner to the front part of a machine body 11, to provide the center part of the cutter head 12 with a cylindrical support cylinder 16 used as a cutter replacement chamber, to radially connect a plurality of first cutter spokes 17 and second cutter spokes 18, to movably support disk cutters 22 to the first cutter spokes 17, to rotatably support a rotating cylinder 36 having a communicating port 37 communicating with the first cutter spokes 17, and its opening/closing doors 39a, 39b, in the support cylinder 16, and to provide the second cutter spokes 18 with moving jacks 39 for moving the disk cutters 22 from the first cutter spokes 17 to the rotating cylinder 36.
