PROBLEM TO BE SOLVED: To provide a wall surface substrate finishing method which is achieved in an easy and inexpensive manner. SOLUTION: The wall surface 8 substrate finishing method includes a step of mounting a furring strip 9 on a wall surface 8 by using washers 2 (5) which are each formed such that projections 2d of each washer are protruded along the periphery of the washer. According to the method, the furring strip 9 is arranged on the wall surface 8, and a prepared hole 11 is bored in the wall surface 8 to which screws 6 as fastening tools are driven, at a predetermined location, vertically or almost vertically from above an upper surface of the furring strip 9 down to the extent of a depth 11a that does not penetrate the wall surface 8. The prepared hole has a diameter that allows insertion of an under-head portion of the screw 6. Then an adhesive 14 is poured into the prepared hole 11, and the screws 6 are inserted into the prepared hole 11. Further the washers 2 (5) are intimately placed on upper surfaces of the respective screws 6 to cover the same, and the projections 2d are inserted and fixed to the furring strip 9 along the periphery of the prepared hole 11.
