SOLUTION: Bills 2 and/or coins 3 are paid in a card unit 20, the paid amount of money is stored in a system computer 50 as a paid balance by corresponding to a unit ID, and a ball loading process is performed based on the paid balance which is stored. When an account settlement card 5 is accepted at the card unit, the paid balance which is stored by corresponding to the unit ID is stored as a card balance by corresponding to an account settlement card ID. When the account settlement card is accepted at an account settlement device 60, the card balance which is stored by corresponding to the account settlement card ID is returned.
