PROBLEM TO BE SOLVED: To provide a scintillator comprising terbium or lutetium having increased resistance to high energy radiation damage. SOLUTION: The scintillator composition includes, in some aspects, prior to annealing, the composition (G<SB>1-x-y</SB>A<SB>x</SB>RE<SB>y</SB>)<SB>a</SB>D<SB>z</SB>O<SB>12</SB>, wherein D is selected from a group consisting of Al, Ga and In, G is selected from a group consisting of Tb, Y, La, Gd, and Yb, A is selected from a group consisting of Lu, Y, La, Gd, and Yb, and RE is selected from a group consisting of Ho, Er, Tm and Ce, and x satisfies 0≤x≤0.2774, y satisfies 0.001≤y≤0.012, a satisfies 2.884≤a≤3.032, z satisfies 4.968≤z≤5.116.
