PROBLEM TO BE SOLVED: To appropriately use the existent system resources to a maximum and expand the communication area, while restraining the cost. SOLUTION: A control station 2 executes the line connection process of mobile stations 4 within the service area of each base station 3 with a public network 1 and a line connection process between the mobile stations. A line-intensive controller 5 is connected to each line of the control station 2 and to a plurality of base stations 3 of less than the maximum number of lines of the control station 2 via cables or radio lines. Each line-intensive controller 5 receives down-link transmission signals of a specified frame constitution transmitted from the control station 2 and broadcasts them to connected base stations 4. It also receives up-link transmission signals of a specified frame constitution, respectively transmitted from the connected base stations 3, forms them into up-link transmission signals of a specified frame constitution in the order of reception, and transmits them to the control station 2.
