PROBLEM TO BE SOLVED: To simultaneously or selectively transmit telemeter data, voice, and an image in one transmission channel without selecting a line. SOLUTION: A plurality of information categories are transmitted on a transmission frame transmitted in a transmission channel between a monitoring station 2 and a monitored station 3, and transmission state of the transmission channel is monitored to increase/decrease the number of the information categories or dynamically change a transmission band of one piece of information. When a call processing is generated from the monitoring station 2, the own band is changed and it is notified to the monitored station 3. The monitored station 3 changes the band by the notification from the monitoring station 2 to return a response to the monitoring station 2. When the monitoring station 2 receives the response from the monitored station 3, data is transmitted in the transmission frame where the call is started and the band is changed.
