PROBLEM TO BE SOLVED: To provide a speed control device for an engine, capable of setting a control gain at a proper value to conduct the optimum control in any driving state for improving stability of rotation. SOLUTION: To deviation Vno-Vn between a speed detection signal Vn proportional to the speed of the engine 1 and an instruction speed signal Vno to provide instruction speed, PID operation is executed to determine operation quantity of an actuator 4, so that an operation signal Iq is given to the actuator to move the actuator by the operation quantity determined to conduct control to make the speed coincide with the instruction speed in this speed control device for an engine. By smoothing the operation signal Iq by an operation signal smoothing means 11, a throttle opening signal Vθis generated, and the throttle opening signal Vθis given to a control gain setting means 8.
