PROBLEM TO BE SOLVED: To provide a functional white coating film forming method unnecessary not only to apply the protective layer for protecting an undercoating layer but also to increase a film thickness for ensuring concealability though functional topcoating containing functional anatase type titanium oxide low in shielding properties and developing organic matter decomposing activity by ultraviolet rays is used. SOLUTION: The functional coating film is formed by coating a metal base material with epoxy resin type undercoating so that a dried film thickness becomes 5-40μm, not curing or baking and curing the same, and thereafter coating the same with functional topcoating, which contains a synthetic resin for coating and anatase type titanium oxide with a mean particle size of 2-350 nm and rutile type titanium oxide with a mean particle size of 50-600 nm and characterized in that the compounding ratio of both titanium oxides is set so that rutile type titanium oxide is 66-150 pts. mass with respect to 100 pts. mass of anatase titanium oxide and the sum total compounding amount of both titanium oxides is 67-800 pts. mass per 100 pts. mass of the synthetic resin solid for coating, in a dry film thickness of 15-70μm and the coated metal base material is baked and cured.
