PROBLEM TO BE SOLVED: To provide a cooling device for reliably and effectively cooling a material for a rotary kiln as a rotary body without greatly increasing installation costs, and to provide the rotary kiln using the same. SOLUTION: The cooling device comprises a fixed type cooling device body 4 for allowing the distribution of cooling medium from one end to the other end. The cooling device body 4 is formed ranging over the longitudinal direction of the rotary kiln 1 into a shape which extends along the upper half of the inner peripheral face thereof and is approximately semicircular with its diameter smaller than that of the inner peripheral face.
