PROBLEM TO BE SOLVED: To provide an apparatus and method for manufacturing an electrophotographic photoreceptor capable of diminishing image defects in formation of a deposited film usable for an electrophotographic photoreceptor. SOLUTION: In the apparatus and method for manufacturing the electrophotographic photoreceptor, a cylindrical substrate is set in a reaction vessel capable of pressure reduction after forming an adhesive layer on the inner surface of the reaction vessel and a deposited film is formed on the cylindrical substrate. When the adhesive layer of 1μm and the deposited film of initial 5μm of the electrophotographic photoreceptor are sequentially stacked on glass, a critical load at which the adhesive layer breaks from the glass surface is 50-700 mN in the stacked film state.
