PROBLEM TO BE SOLVED: To provide a fastening system and a fastening method capable of surely fastening a fastening member to a fastening object member by preventing the occurrence of fastening failure caused by an insertion state of the fastening member. SOLUTION: The fastening system 1 and the fastening method are provided so that a fastening tool 2 is connected with a first motive power supply passage 3 of interposing a motive power reducing means 7, and a second motive power supply passage 4 of interposing no motive power reducing means 7; the first motive power supply passage 3 and the second motive power supply passage 4 are switched by a switching means 5; when starting the fastening tool 2 by a starting means 9, motive power is first supplied to the fastening tool 2 via the motive power reducing means 7 from the first motive power supply passage 3; the motive power supply passages 3 and 4 are switched by the switching means 5 after a predetermined time (t) passes; and the motive power is supplied to the fastening tool 2 without passing through the motive power reducing means 7 from the second motive power supply passage 4.
