PROBLEM TO BE SOLVED: To provide a snow prevention panel elevating device and an elevating method for efficiently and safely elevating and lowering a snow prevention panel by small number of workers by a simple configuration without obstructing running of an ordinary vehicle on a road during work. SOLUTION: This snow prevention panel elevating device 1 for the snow fence lifts and lowers the snow prevention panel 22 attached detachably between two support columns 12 and 12 of the snow fence. This elevating device 1 has a column member 2 detachably attached to a front face of the support column 12 of the snow fence. The column member 2 is provided with a pulley 3 fixed to engaging members 4, 5, 6 for attaching detachably to the front face of the support column 12 and an upper end of the column member 2 and a wire rope 8 stretched over the pulley 3.
