PROBLEM TO BE SOLVED: To automatically set a start system whereby a center side apparatus starts a terminal network control apparatus at the installation or extension of the terminal network control apparatus. SOLUTION: The center side apparatus selects one start system among a plurality of start systems and calls the terminal network control apparatus. Upon the receipt of a call signal, the terminal network control apparatus selects one start system from the plurality of start systems for starting and tries to make communication with the center side apparatus. When the communication fails, the center side apparatus tries to start the terminal network control apparatus by a different start system.
