PROBLEM TO BE SOLVED: To surely change a scramble code without fixing it. SOLUTION: A mobile communication system comprises: a control station 10 for transmitting the scramble code through a scramble code distribution control channel (Cch 2) and transmitting a scramble code change notice through a control channel (Cch) for controlling a call; a base station 20 for receiving the scramble code and the scramble code change notice transmitted by the control station 10, transmitting the scramble code through the Cch 2, transmitting a scramble code change notice through the Cch, and changing the scramble code in use on the basis of the scramble code change notice; and a mobile station 30 for receiving through the Cch the scramble code and scramble code change notice transmitted by the base station 20, transferring from the Cch to the Cch 2 on the basis of the scramble code change notice to receive the scramble code, changing the scramble code in use, and transferring from the Cch 2 to the Cch.
