A packet buffer stores status information related to packets stored therein and indicative of one of a status of waiting for a transmission, a status of waiting for a reception of a transmission acknowledgement indicative of whether a transmitted packet has been appropriately arrived at a destination, and a status in which a successful transmission has been acknowledged. A scheduling part sets a packet, a retransmittal of which is requested for, among the packets stored in the packet buffer, to the status of waiting for a transmission, and further decides which communication channel is used to transmit a packet, which has been set to the status of waiting for a transmission, among the packets stored in the packet buffer. In this way, a packet to be retransmitted during a packet transmission using a multi-link system can be quickly transmitted, and the utilization factor of each communication channel band can be improved.
