<P>PROBLEM TO BE SOLVED: To accurately evaluate the degree of irregularities in an irregular region having an arbitrary size and shape. <P>SOLUTION: A measurement target is imaged for inputting an image (S1), and a first derivative regarding a prescribed direction of differentiation is obtained for producing a differential image (S2, S3). A specified threshold T is set, and the differential image is binarized (S5), and a region having a differential value higher than the threshold T is recognized as the target region (S6). A region, corresponding to the noted region on the input image, is extracted as the region to be evaluated and is recognized as a set of a plurality of one-dimensional image arrays along the direction of differentiation, a value obtained by dividing the difference in the gradation values in pixels positioned at both the ends by the length of the one-dimensional pixel array, is obtained as an evaluation value regarding one-dimensional pixel array, and the representative values of the plurality of obtained evaluation values are set as the evaluation values for indicating the uniformity for the region to be evaluated (S8).
