PROBLEM TO BE SOLVED: To provide a treating agent for thin film formation capable of imparting a near infrared shielding property and a designing property to glass or the like and to provide a thin film forming method and to provide an optical filter. SOLUTION: A fixed metal oxide thin film is formed on the surface of a substrate without aggregating a noble metal nano-rod by applying the treating agent for thin film formation containing (1) a noble metal nano-rod, (2) an organometallic compound, (3) a solvent and (4) a viscosity modifier on the surface of a substrate such as glass, a ceramic or a metal, drying and firing. Both functions of the designing property and the near infrared shielding property can be imparted by expressing a property originated from a nano-rod short axis and a property originated from a long axis.
