<p><P>PROBLEM TO BE SOLVED: To enable an arbitrary third person including a disaster victim to obtain helpful information if an earthquake occurs by combining the Internet as a communication means having particularly strong in disaster, and a systematic function of an elevator maker which can obtain correct and latest information at a disaster site. <P>SOLUTION: A terminal device 8 on the center side accesses to a Web server 15 on Meteorological Agency side for each prescribed time for checking whether an earthquake occurred, and writes earthquake occurrence information in a Web server 12 on the elevator maker side when an earthquake occurs. At this time, a jurisdiction building location display screen providing means 9 outputs map data displaying a jurisdiction building, and a disaster information collecting means 10 outputs disaster information collected after the occurrence of the earthquake. The disaster information includes information on the disaster site sent from a mobile terminal device 14 on the worker side.
