PROBLEM TO BE SOLVED: To solve a problem that a grounding electrode capable of measuring easily various grounding resistance has not been obtained conventionally and its simple embedding method has not been obtained, too. SOLUTION: This multi-step grounding electrode is composed of an insulating independent tube inserted into a dug hole of a prescribed depth, a plurality of grounding electrodes made of insulating wires which are fixed to the independent tube and have mutually different lengths, and of which the tips are respectively lead wires, a means of filling a filling material into the independent tube and the dug hole through the independent tube, and an auxiliary ground electrode inserted into the upper end of the independent tube. Then, the embedding method of the multi-step ground electrode is composed of a process of forming the dug hole of the prescribed length, a process of fixing the plurality of grounding electrodes having mutually different lengths to the insulating independent tube, a process of inserting the independent tube into the dug hole together with the grounding electrodes, a process of filling the filling material into the independent tube and the dug hole through the independent tube, and a process of inserting the auxiliary grounding electrode into the upper part of the independent tube.
