PROBLEM TO BE SOLVED: To provide a basement capable of air-conditioning the basement room space in good thermal efficiency and inexpensively. SOLUTION: The basement is built of a floor A, a wall B and a roof C, where a steel floor panel 3 firmly fixing and integrating a steel sheet 2 over the whole area of the bottom face of a panel frame 1 made of mold-steel is laid. Furthermore, a floor A where a floor finishing panel 5 is laid via a joist 4 on the steel floor panel 3 placed as such. Also, a ventilation device 6 in communication with a space 51 within the floor panel is attached to a suitable place of the decorative-panel 5, so that the air in the space 51 within the floor panel, which is formed between the steel sheet 2 and the floor-decorative panel 5 of the steel floor panel 3, and the room space 52 of the basement is reciprocally circulated.
