PROBLEM TO BE SOLVED: To provide a voltage measuring method and a voltage measuring device using a double integral method, a double integral method A/D converter and voltage monitoring system, dispensing with a reference voltage having a reverse polarity to a voltage to be measured, and capable of measuring by using a voltage source to be measured as a power source. SOLUTION: This device is equipped with a middle potential generation means 1 into which the voltage Vi to be measured is inputted, for generating a middle potential Vmid which is a fixed potential between Vi and a grounding potential Vref as the reference voltage, an integral circuit 4 using Vi as a power source, to which Vmid is supplied as a reference potential for integral operation, the first switch means 10 for switching on and off supply of Vi as the first input signal to the integral circuit 4, the second switch means 11 for switching on and off supply of Vref as the second input signal to the integral circuit 4, and logic control means 7, 8, 9 for controlling switching on and off by the first and second switch means.
