<p><P>PROBLEM TO BE SOLVED: To reduce the cost and time by making it possible to cope with curved portions and whole-cross section blocking. <P>SOLUTION: A removing device removes the obstacle 14 when it intrudes into the piping 12 laid in the skeleton, and is provided with a top rod 16 disposed at the top inside the piping 12, an intermediate rod 18 that is connected through a universal joint 32 mounted at the rear side of the rod 16 and a plurality of extension rods 20 that are sequentially connected. A grinding bit 22 is fixedly bonded to the top of the rod 16, a first guide ball 24 rotatable axially is mounted in the outer periphery of the rod 16. Second and third guide balls 26, 28 rotatable axially are mounted in both end outer peripheries of the rod 18, and a vibration damping weight 29 movable along the axial direction of the rod 18 is mounted.
