PROBLEM TO BE SOLVED: To initialize a gas circuit breaker, only when the initialization of a gas-blast circuit breaker is required. SOLUTION: When a flow rate deciding part 12 compares a flow rate computed by a flow rate signal A of a flow rate detecting element 11 with a cut-off decision value E of decision value maintenance part 17, when it exceeds the cut-off decision value E, a valve drive demand signal B is outputted. When a valve actuator 13 receives the valve drive demand signal B, it outputs a valve drive signal C to a valve 14 so as to cut off a gas passage. A direction deciding part 16 will output a change signal F, if an indication signal D of an external communications department 15 is a changing instruction, and will output an initialization signal G, if initialization instructions are carrying out two or more times continuously; and a decision value maintaining part 17 changes the cut off decision value E based on change signal F, and initializes based on the initialization signal G.
