PROBLEM TO BE SOLVED: To provide a fin and tube type heat exchanger capable of easily and accurately keeping constant intervals of a number of stacked fins and properly adhering and joining the plate-shaped fins and a flat heat transfer pipe. SOLUTION: A fin collar for keeping the constant intervals of the stacked fins is mounted on a part of the circumference of a through hole formed on the fins for inserting the flat heat transfer pipe and adhering and joining it, and a low fin collar is mounted on a part excluding the fin collar, of the circumference of the through hole. The constant intervals of the stacked fins can be easily and accurately kept by the high fin collar mounted on the part of the circumference of the through hole, and as the fin collars are mounted on the approximately entire circumference of the through hole, the adhesion of the plate-shaped fins and the flat heat transfer pipe can be improved.
