<P>PROBLEM TO BE SOLVED: To provide an electrically active device (100) such as a photoelectric cell or an OLED (organic light emitting device). <P>SOLUTION: The electrically active device (100) includes a substrate (110), a first electrode (120) arranged on the surface of the substrate, a second electrode (140), at least one electrically active layer (130) including one of a light absorption layer and a light emitting layer arranged between the first electrode and the second electrode, a first metal-containing layer (125) arranged between the first electrode and the electrically active layer, and a second metal-containing layer (145) arranged between at least one active layer and one of the first electrode and the second electrode. The first metal-containing layer includes at least one conductive metal arranged in the form of plural regions (150).
