PROBLEM TO BE SOLVED: To increase the efficiency for making changes to an arrangement, from creating software to distributing it, by causing the software for distribution to a number of devices to be packaged into unit packages in units according to specifications, and using other specifications to indicate to which device each unit package is to be distributed. SOLUTION: This system includes a unit classification specification 13 by which load modules (LM) and dynamic link libraries (DLL) created by compiling and linking source programs together are classified for each distribution unit; a packaging part 15 by which the LMs and the DLLs are packaged for each unit according to the unit classification specification 13 to create the unit packages; a unit distribution specification 16 for defining each server device 21 in a system 20 for distribution to which each unit package is distributed; and a distribution executing part 17 for distributing each unit package to each server device 21 according to the unit distribution classification 16.
