PROBLEM TO BE SOLVED: To prevent a substrate from being deformed by improving the strength of the substrate. SOLUTION: In the integral floor heating panel 12, a plurality of heating sections 28a-28c having a curved section 30 composed by curving a hot water circulation pipe 18, and a straight line section 32 that is composed by extending the hot water circulation pipe 18 in the longitudinal direction of the substrate 20 are arranged side by side in the longitudinal direction of the substrate 20. Then, the number of overlapped hot water circulation pipes 18 in the width direction of the substrate 20 is reduced partially, thus reducing the number of grooves at a part in which the number of overlapped hot water circulation pipes 18 is reduced, and enhancing the strength of the substrate.
