PROBLEM TO BE SOLVED: To provide a controller in which deviation due to follow-up delay can be reduced, even if a speed command value (or position command value) varies and whose response is improved, by compensating follow-up delay due to delay elements included in a speed control means (or position control means) and a control object. SOLUTION: The controller is equipped with a compensating means 11 of outputting an internal speed command value generated by compensating a speed command value, a speed control means 12 of outputting a control signal based on the internal speed command value and an actual speed value, and the control object 13 which operates according to the control signal and outputs the actual speed value. The compensation means 11 compensates for the follow-up delays due to delay elements, included in the speed control means 12 and control object 13 to nearly equalize the speed command value and actual speed value to each other.
