PROBLEM TO BE SOLVED: To provide a cooling device capable of efficiently carrying out cooling of an object to be cooled, and a rear projector provided with the cooling device. SOLUTION: The cooling device 60 is provided with an electrothermal conversion element 621, and a blower 61. The electrothermal conversion element 621 is composed by interposing an electrothermal conversion material between a pair of heat transfer plates arranged so as to face each other, and by applying voltage to the electrothermal conversion material, one heat transfer plate becomes a low temperature part 6212, and the other heat transfer plate becomes a high temperature part 6213. A fin like member 622 is provided on the low temperature part 6212, and heat exchange with air is promoted. An air suction face 611 of the blower 61 is arranged so as to face the low temperature part 6212, and air cooled by heat exchange with the low temperature part 6212 is sent to the object 44 to be cooled by the blower 61.
