<P>PROBLEM TO BE SOLVED: To improve a receiving performance by highly reliably deciding a transmission rate even when a slave channel belongs to a plurality of reference channels. <P>SOLUTION: A slave channel investigation section 111 investigates presence/non-presence of a slave channel having a belonging relationship with a plurality of reference channels in a channel to become a target of transmission rate decision. An RM comparison section 112 mutually compares rate matching attribute values of reference channels corresponding to the slave channel. A maximum RM reference channel detection section 113 detects a reference channel having a maximum rate matching attribute value.
