PROBLEM TO BE SOLVED: To provide a watchdog timer, which is installed in a system that requires initialization by CPU, recognizes that the CPU runs away when clear instructions to be continuously inputted from the CPU after the system is activated are not inputted even after a specified period of time passes without considering time for system initialization processing in the watchdog timer that outputs abnormal detection signals, and can securely detect CPU runaway when initializing the system. SOLUTION: The watchdog timer has a first monitoring means for monitoring the clear instructions from the CPU at first monitoring intervals immediately after the system is activated, and a second monitoring means for monitoring the clear instructions from the CPU at second monitoring intervals, which are different from the first monitor intervals, after the clear instructions are inputted from the CPU.
