PROBLEM TO BE SOLVED: To provide a caster which is mounted on a handcart, a wheel chair and various kinds of carrying vehicles, and capable of easily ride over a relatively low obstacle such as a small step and a pebble on a traveling road surface while maintaining the turnability, and continuously riding over such obstacles and performing smooth traveling. SOLUTION: The radius of rotation of a caster is larger than that of a traveling wheel 6, two abutted parts 25 are provided with equal interval in the rotational direction while one of them is located forward of the traveling wheel 6 in a set condition during the normal traveling, and a long hole 30 with an axle 5 passed therethrough is formed. By passing the axle 5 through the long hole 30, the axle 5 is moved in the long hole 30, and a ride-over frame 20 is supported by a main frame 3 while the ride-over frame 20 is rotatable to the axle 5 in an eccentric manner. A link mechanism 10 having an elastic member 13 as a returning means to hold the ride-over frame 20 in the set condition is interposed between the main frame 3 and the ride-over frame 20.
