PROBLEM TO BE SOLVED: To discharge treated water to the outside after electrolyzing water to be treated, introduced into an electrolytic cell, at the higher degree level in a water treatment apparatus. SOLUTION: In the electrolytic cell 10, an electrode 101 and an electrode 161 are installed so that their principal surfaces are vertical and they stand right and left. The water to be treated is supplied to the electrolytic cell 10, to between the electrodes 101, 161, from above the electrodes 101, 161 through a water supply pipe 12. The water to be treated, introduced from the water supply pipe 12, flows along the principal surfaces of the electrodes 101, 161 and through the electrolytic cell 10. While electrolysis is carried out in the electrolytic cell 10, the water to be treated, in the electrolytic cell 10 is returned to the electrolytic cell 10 through a water supply port 13A after being discharged from a discharge port 15A. After all, the water to be treated, in the electrolytic cell 10, flows outside the electrolytic cell 10 and is circulated through the electrolytic cell 10 during the electrolysis.
