PROBLEM TO BE SOLVED: To provide an operating toy which has a rotating toy body and another toy body disposed on a vertically turnable arm member 3, both toy bodies creating a relation between them and which therefore enables a user to enjoy the relation of the two toy bodies in spite of its simple structure, rouses interest of children and is differentiated from a toy of only rorating. SOLUTION: On the upper surface of a base 1, a first toy body 2 is arranged rotatably, and inside the base 1, a driving mechanism A for rotating the first toy body 2 is arranged. To the base 1, an arm member 3 provided with a second toy body 4 at its distal end is fitted in a vertically turnable manner. The arm member 3 is energized by a spring member 17 so as to turn upward. When the arm member 3 is turned upward, the first toy body 2 and the second toy body 4 abut on each other, and magnets 35 and 36 provided at the first toy body 2 and the second toy body 4 are fitted magnetically to each other.
