PROBLEM TO BE SOLVED: To control access of a client by use of a management number specific to each URL. SOLUTION: When a requirement message includes a URL (a converted URL) of a cipher, the requirement message is sent to a decryption part 163. The decryption part 163 removes a mark of '/Ð_Ð/' of the URL of the requirement message, and decrypts the cipher to reproduce the set of the original URL and the management number. A verification part 164 refers to a management number table 131 by use of the URL and the management number, and acquires a corresponding session number. An already read record is annulled. Requirement accompanying the annulled management number is annulled. A session number management table 132 is referred to by use of the session number, cookie information is taken out, and a value of a desired cookie is obtained.
