PROBLEM TO BE SOLVED: To automatically determine that parking is carried out, when a person parks a car at a location other than his/her destination, and to immediately provide various kinds of information relating to the circumference of the parking point and offer other services. SOLUTION: States of the car in its movement are classified into eight motion states which are straight long distance advancement, straight short distance advancement, right rotation advancement, left rotation advancement, straight backward movement, right rotation backward movement, left rotation backward movement and stop, and stored in time series. Parking patterns which express the states of the car before the parking by using combined time series of the above-mentioned eight motion states, are previously registered. Then, a determination is made whether or not a time series pattern of the motion states before stopping which is stored when the car is stopped, is coincident with any of the parking patterns. If the coincidence is confirmed, the car is judged to be in its parking state, and the services such as the provision of information and the like about facilities in the circumference of the parking point are provided.
