PROBLEM TO BE SOLVED: To prevent the increase in evaluation steps and manufacturing cost. SOLUTION: This semiconductor integrated circuit device has a first inner power supply voltage generating circuit having a booster circuit to boost the voltage by a boost start instruction after the power supply is turned on, and a level determination circuit which generates a first control signal when the output voltage of the above booster circuit reaches a first level and generates a second control signal to stop the boosting operation of the booster circuit when it reaches a second level which is higher than the first level; a control circuit which operates on the above boost start instruction and the above first control signal to generate an operation start instruction signal, and a second inner power supply voltage generating circuit which generates the power supply voltage according to the above operation start instruction.
