<p><P>PROBLEM TO BE SOLVED: To provide an optical switching module which operates at a fast rate with high reliability and which is low-cost, firm and small in size, and to provide a deflection method. <P>SOLUTION: An input side 130 includes: an optical waveguide section 101 of the input side from the input plane 131 to the edge 133 of the input waveguide; a collimating section 102 in the input side; and a deflecting section 103 in the input side. An output side 140 includes: a deflecting section 105 in the output side; a converting section 106; and an optical waveguide section 107 in the output side from the edge 143 of the output waveguide to the output plane 141. A waveguide 104 has the input part 135 of the waveguide and the output part 145 of the waveguide separated by a length L.
