PROBLEM TO BE SOLVED: To obtain pigment powder for a cosmetic, which exhibits excellent water/oil repellency, has excellent dispersibility and dispersion stability and can prepare a cosmetic having excellent water/oil repellency by combining it with an ordinary dispersible oily component without using an expensive fluorine compound-based binder and a cosmetic containing the pigment powder for a cosmetic. SOLUTION: The pigment powder for a cosmetic is obtained by subjecting pigment powder as a raw material to surface treatment simultaneously with a perfluoroalkyl group-containing phosphoric acid ester and an alkoxytitanium alkylate compound.
