<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which controls toner concentration in an optimum sensitivity area of a toner concentration sensor without requiring special adjusting work at the time of setting a developing device in the image forming apparatus. <P>SOLUTION: The image forming apparatus is equipped with the toner concentration sensor equipped with a control voltage input part for adjusting sensitivity required at the time of measuring the toner concentration of two-component developer, is equipped with a correction means for correcting input voltage to the control voltage input part with a previously set coefficient, an applied voltage decision means for deciding the voltage value of the applied voltage to the correction means based on the usage environment of the two-component developer, and a voltage supply means for supplying voltage decided by the applied voltage decision means, and equipped with a decision means for deciding whether or not the developer is replenished with toner based on output voltage from the toner concentration sensor.
