PROBLEM TO BE SOLVED: To provide a motion picture encoding apparatus capable of improving encoding efficiency of motion vector.

SOLUTION: The motion picture encoding apparatus 1 is provided with a motion compensation predictor 2, an integrated processor 18, a third encoder 20, and a fourth encoder 22. The predictor 2 extracts a motion vector for each of a plurality of blocks obtained by dividing a frame to be encoded. The processor 18 integrates blocks which are adjacent to each other and each have a similar motion vector, thereby generating a region. Using an encoded motion vector contained in a first region having a maximum area as a prediction motion vector, the third encoder 20 encodes a difference vector between the motion vector to be encoded in the first region and the prediction motion vector. The fourth encoder 22 encodes region information for specifying a block contained in the region.
