PROBLEM TO BE SOLVED: To easily maintain a condition where authentication can be properly performed while maintaining the security of communication. SOLUTION: When a lower device 20 is requested communication by a superior device 10, as a certificate to be authenticated, the lower device 20 provides the superior device 10 with an individual certificate which is a digital certificate with identification information on the device if communication to a normal processing URL is requested, and a common certificate which is a digital certificate without identification information on the device if communication to a rescue URL is requested. When communication is performed via the rescue URL which provides a common certificate, processing requests other than the one related to setting of the individual certificate are made prohibited.
