<p><P>PROBLEM TO BE SOLVED: To suppress the difficulty of operation depending on the type of an actuator connected to a service selector valve and simplify a confluence valve. <P>SOLUTION: This confluence valve 21 is formed such that, at a service uniflow position 32, the downstream side of a third system is connected to a tank, and at a service confluence position 33, a pressure oil from a third pump 13 is converged to a first system and a second system and a pressure oil from the third pump 13 is converged to the service selector valve 20. An operating part 54 is formed such that, when a first traveling selector valve 16 and a second traveling selector valve 18 and the selector valve of a first system or a second system are operated, the confluence valve 21 is switched from the service uniflow position 32 to the service confluence position 33 to allow confluence.
