PROBLEM TO BE SOLVED: To provide a system and method in which even a large-sized network can be efficiently monitored with high security. SOLUTION: A network includes a plurality of units to be monitored, and the associated states of the units are controlled by a management object that is provided in the unit to be monitored, with respect to functions, efficiency and/or security of the network. The management object is reflected with the state to be monitored, and read/written by a network management system using a network management protocol. An additional health check object is packaged in each unit to be monitored, almost all the associated state of the relevant unit are summarized into a single value, and this value is read by the network management system.
