PROBLEM TO BE SOLVED: To provide an intake air amount control device for an internal combustion engine, improving the responsiveness of intake air amount control and control accuracy while avoiding mutual interference between cam phase control and valve lift control when controlling an intake air amount by controlling both a cam phase and a valve lift. SOLUTION: An ECU 2 for the intake air amount control device 1 controls the intake air amount corresponding to a target valve lift Liftin_cmd and a target cam phase Cain_cmd. The Liftin_cmd, the Cain_cmd are calculated as the sum of master values Liftin_cmd_ms, Cain_cmd_ms for converging an actual intake air amount Gcyl into a target intake air amount Gcyl_cmd and slave values Liftin_cmd_sl, Cain_cmd_sl set corresponding to the Liftin_cmd, the Cain_cmd (Steps 56, 64).
