PROBLEM TO BE SOLVED: To provide an access controller capable of changing various programs including a starting program without jumping production cost or increasing a size of an electronic equipment. SOLUTION: This access controller has: a storage part 25 capable of controlling access to a memory card 4 of a main control part 12 between the main control part 12 of a display controller 3 and the memory card 4 connected to the display controller 3, and storing the starting program Pb for the main control part 12; and a control part 22 reading the starting program Pb from the memory card 4 when the display controller 3 comes into a system reset state, storing it into the storage part 25 such that the main control part 12 can read it, and releasing a reset state of the main control part 12.
