<P>PROBLEM TO BE SOLVED: To minimize temperature fluctuation of a cooling water tank to stably operate a fuel cell power generating system and to prolong its life, and to cope with the safety of the system by changes in a pump flow rate sue to secular changes or by water shortage. <P>SOLUTION: A first water level sensor 11 and a second water level sensor 12 are provided in the cooling water tank 10 of the fuel cell power generating system.
