<p><P>PROBLEM TO BE SOLVED: To achieve swivel control giving no uncomfortable feeling to a driver by movement of a headlight and also capable of reflecting the driver's intention, at the time of right and left-turn of a vehicle. <P>SOLUTION: At the time of swiveling and adjustment of a light axis direction of the vehicle headlight, if vehicle speed SPD becomes a predetermined value SPDth or smaller, a direction instruction signal becomes an "ON" state and it is determined that the vehicle is making a right or left turn, normal swivel control is prohibited (time t05). After that, when a condition of resume of the swivel control is only an "OFF" state of the direction instruction signal and the direction instruction signal becomes the "OFF" state during the prohibition of the swivel control, the swivel control for following a steering angle STA regardless of degrees of vehicle speed at that time is resumed (time t07 to time t10).
